Waltham Forest Safer Neighbourhood Board

Project Funding (2017/18)

The SNB works with MOPAC to recommend the allocation of annual funding for local projects which aim to benefit community safety in Waltham Forest. Ideas for new projects are warmly welcomed, and the SNB may be able to offer advice on meeting the strict MOPAC requirements:

• A project must prevent crime, reduce crime or deliver police/community engagement, particularly with communities that have a poor history of engagement with police.  It must be explicit in the application which of these objectives the project aims to fulfil and how.  For those applications that don’t win immediate support, in most cases it’s because the ‘what’ and ‘how’ around the objectives isn’t explicit.
• The fund can’t be used for the following; to fund posts; to subsidise the administration or core functions of the SNB; to carry out tasks that are the responsibility of other statutory bodies (this usually means the police or local authority).
• The SNB has agreed specific priorities for projects, which include those which might address:
  • Young people – Including engagement and diversion from crime
  • Community Engagement – including (but not limited to) Ward Panels, Neighbourhood Watch and Stop and Search
  • Violence
  • Domestic Violence and harmful practices – including Child sexual exploitation and Female genital mutilation
  • Extremism
  • Hate Crime
  • … but will consider any project which addresses any of the three main principles: crime prevention, crime reduction, or improving engagement.
• Between 2014 and 2017 funding has been approved for projects including:
  • "Let's Talk" - Young persons Peer Engagement project (Youth Engagement service, London Borough of Waltham Forest)
  • "Youth Against Crime" - Young people's training and mentoring project (African Heritage Education Centre)
  • "Tender Mentoring Programme" - Young people's Peer mentoring training (Tender Arts)
  • "Custody Suite Project" - Engagement pilot with adults (18+) after arrest (Spark2Life)
  • "Safer Homes" - providing enhanced physical security for vulnerable residents (HEET)
• 2017/18: Applications for project funding are now closed.
• Process:
  • The SNB met (21 March 2016) to agree local priorities for project funding (see above).
  • The availablity of funding is being advertised via channels including our local "Community Waltham Forest" group, the local newspaper, local public meetings and social media.
  • Applicant groups are offered telephone-based guidance on how to meet the requirements (contact the Chair).
  • Written applications are invited, optionally using the editable Application Invitation document. (Available as Word 2007 169 KB, or PDF 188 KB). The submission deadline is confirmed to be 23:59 on Tuesday 9th May.
  • Applications will be shortlisted on the basis of essential viability and compliance with the outline requirements.
  • Applications will be further assessed using a scoring sheet which is available for reference here (Updated 4th May 2017).
  • Applicants will be invited to make a brief (4 minutes!) presentation (optional) to the Board at a meeting provisionally set for 7pm on Monday 22nd May at the Town Hall, followed by questions, after which Board members will consider the applications in closed session.
• Deadlines are tight! Applicant groups are encouraged to contact the Chair as soon as possible for informal guidance and to register interest.

Police Performance in Waltham Forest:

MOPAC provide extensive data on crime and police performance on their website. There are a number of "Dashboards" which present information in a graphical format for ease of understanding. This information is available to anyone.

Recently, MOPAC have introduced a new dashboard specifically tailored to the needs of Safer Neighbourhood Board members (login details on request). This will be replacing the periodic policing performance summaries from MOPAC:

Stop & Search Monitoring Group:

The Safer Neighbourhood Board supports a Monitoring Group ("SSMG") which meets regularly with police officers to discuss issues surrounding "Stop & Search", recognising that this is both an essential prerogative of police in the fight against crime and also the subject of controversy from time to time. The Group welcomes new members who may have a continuing interest in this topic - anyone who wishes to know more is warmly encouraged to contact the SNB Chair (see below). The SSMG operates under Terms of Reference agreed at a meeting in April 2016.

Recently, MOPAC have introduced a dashboard, updated monthly with details of Stop & Search activity across London, and it is possible to select Waltham Forest by clicking on the map. More information about Stop & Search is available here.
